Budget Issue:	Governor proposes to place three currently protected categorical programs (Basic Skills Initiative, Extended Opportunity Programs and Services, and Fund for Student Success) in the community college flex item.
Program:	California Community Colleges
Finding or Recommendation:	Adopt Governor's proposal. In addition, place the Financial Aid Administration categorical program into the flex item.
