Implementation of the Early Retirement Program as Authorized by SB 307 Chapter 680/1982

April 2, 1984 - On August 30, 1982, SB 307 was signed into law (Chapter 680, Statutes of 1982). This legislation provided the authority for the Governor to implement what is commonly referred to as the early retirement or "golden handshake" program. The purpose of the legislation was to provide State management with a mechanism to reduce the impact of or to avoid the necessity for personnel reductions by making early retirement available to eligible employees (it should be noted that the program was not intended to be an employee benefit program).

The Use of Lease-Purchase Arrangements to Acquire State Prisons

April 1, 1984 - The State of California has a pressing need to provide more capacity to house inmates in the state's prison system. As of March 1984, there were 38,482 inmates in the prison system which has a design capacity for only 27,000 inmates. Moreover, the Department of Corrections expects the inmate population to increase to 52,345 by 1987.

February 29, 1984 - Statement to the Senate Special Committee on Solid and Hazardous Waste February 29, 1984. As requested by the Committee, we have prepared this review of state programs that involve, in one way or another, the conversion of nonhazardous solid wastes to energy. This review consists of three sections. The first section deals with the conversion of biomass wastes to energy; the second section with the conversion of municipal solid waste (MSW) to energy; and the third section summarizes the role of state financing authorities and of tax incentives in promoting the conversion of wastes to energy.
