Pursuant to Elections Code 9005, we have reviewed a proposed initiative related to the government plan of California (A.G. File 26-0003).

The measure intends to make a wide range of changes to the organization and operations of the California government and economy. These changes are envisioned as being adopted through the process proposed under another initiative, A.G. File 26-0002 (which would create a new process for adopting constitutional revisions). The changes would encompass changes to the justice system, elections, education, safety-net programs, and others.

Pursuant to subsection (c) of Section 9005 of the Elections Code, we are informing you that, in our opinion, a reasonable estimate of the net fiscal impact of this proposed initiative measure cannot be prepared within 50 calendar days. Given the considerable uncertainties around how the new governance structure would operate, the full scope of the changes this measure would put in place is highly uncertain.

As required by Section 9005, we are informing you that it is our opinion that the measure could result, if it went forward, in substantial net changes in state and local finances.
