a These budget proposals entail rescinding General Fund appropriations for certain capital projects, with the universities instead financing the projects using university bonds and state General Fund being used to make associated debt-service payments.
b Governor's budget achieved net General Fund savings of $297 million over the period, compared to $2 billion at May Revision. Under the May Revision, however, the state incurs higher ongoing costs ($27 million under Governor's budget, compared to $151 million at May Revision).
