a BBL refers to budget bill language contained in the 2026-27 Budget Act, as enacted by Chapter 19 of 2026 (AB 109, Gabriel) and amended by Chapter 21 of 2026 (SB 111, Laird). TBL refers to trailer bill language contained in Chapter 79 of 2026 (SB 135, Committee on Budget and Fiscal Review).
b Calbright is to submit this data to the CCC Chancellor's Office on the same schedule as other districts, and the Chancellor's Office is to publicly display the data.
c TBL consolidates existing reports and modifies the due date.
d The California Student Aid Commission may enter into an agreement with the Cradle-to-Career (C2C) Data System to support the preparation of the interim and final reports.
e If an institution wants to participate in the Workforce Pell Grant program but does not have an existing data-sharing agreement with the Employment Development Department (EDD), the institution must submit a letter of interest to the California Student Aid Commission (CSAC) and C2C by December 15. CSAC and C2C must jointly submit a report summarizing the letters. The report can also include a plan for how these institutions will provide wage data to determine program eligibility. CSAC and C2C may consult with EDD on the plan.
f Moves language from BBL to TBL, combines reporting requirement for rapid rehousing with reporting requirement for basic needs and student mental health, and requires data be provided for the two preceding fiscal years. The TBL is the same for CSU and UC. It generally reflects the reporting requirements that had been stipulated in the UC BBL.
