January 28, 2021 - In this report, we (1) provide an overview of the Litigation Deposit Fund (LDF), a state special fund created to receive certain litigation proceeds, (2) review the Legislature’s oversight of the LDF and the use of litigation proceeds, and (3) make recommendations to facilitate increased legislative oversight.

The 2023-24 California Spending Plan: Judiciary and Criminal Justice

October 16, 2023 - The 2023-24 budget provides $18.6 billion from the General Fund for judicial and criminal justice programs, including support for program operations and capital outlay projects. This is a decrease of $1.2 billion, or 6 percent, below the revised 2022-23 spending level. A large portion of this reduction is due to the expiration of limited-term funding provided in previous years.

The 2016-17 Budget: Labor Code Private Attorneys General Act Resources

March 25, 2016 - This post addresses the Governor’s 2016-17 budget proposal related to the Labor Code Private Attorneys General Act (PAGA). The post provides background on PAGA, describes and assesses the Governor’s proposal, and outlines our recommendations for the Legislature’s consideration. Specifically, we recommend that the Legislature approve requested funding and positions and adopt portions of proposed trailer bill language that require additional information on PAGA proceedings be provided to the Labor and Workforce Development Agency. We recommend that the Legislature reject remaining proposed trailer bill language in favor of consideration in a separate policy bill process.
