Budget Issue: State Hospital Caseload Over Budgeted

Finding or Recommendation: Recommend the Legislature reduce caseload funding by $6 million General Fund in the current year, and $14.6 million General Fund in the budget year to reflect lower than budgeted caseload in the Mentally Disordered Offender and Sexually Violent Predator populations.

Based on our review of the May Revision, we recommend state hospital caseload funding adjustments in the current year and budget year. For the current year, our updated recommendation is a reduction of $6 million General Fund, which is $4 million less than we recommended in March. The reduced current-year savings is the result of recent developments related to the Mille case, which requires accelerated admittance to the state hospitals of the Incompetent to Stand Trial population. For the budget year, we recommend a reduction of $14.6 million General Fund. Our recommended adjustments primarily reflect lower than budgeted caseload in the Mentally Disordered Offender and Sexually Violent Predator populations.
