Finding or Recommendation: Given the state’s General Fund (GF) situation, approve Governor’s May Revision proposal to reduce GF by $5 million for Marine Life Protection Act, timber harvest plan review, fisheries restoration and CALFED Ecosystem Restoration program. (See narrative below.)

Given the state’s General Fund (GF) situation, approve Governor’s May Revision proposal to reduce GF by $5 million for Marine Life Protection Act (MLPA), timber harvest plan review, fisheries restoration and CALFED Ecosystem Restoration program. This cut is in addition to a GF reduction of $5 million (adopted in legislation vetoed by Governor), to be largely backfilled with special funds, bond funds and federal funds. Recommend approval of initially proposed reduction as well.

As an alternative (in part) to reducing funding from multiple programs, the Legislature could adopt the LAO recommendation to suspend the MLPA program (see related recommendation), for an additional $2.9 million GF reduction beyond the $1.5 million proposed to be cut to the MLPA program in the May Revise proposed reduction (for a total of $4.4 million).
