Ninth Annual Analysis Quiz (Antiobesity Edition)

March 17, 2006 - Our ninth annual contest to test just how closely the members of the news media are reading our Perspectives and Issues (P&I) and Analysis books is over. This time, the analysts win. The contest rules provided that the first reporter to submit a completed and correct entry by the deadline would win. No correct entry was submitted by noon yesterday, so our hard-working analytical staff at LAO who helped to dream up these questions won this time out. In light of public health concerns over obesity, their prize was an assortment of bagels and muffins from Noah’s Bagels instead of the traditional prize of donuts.

The Impact of SB 740 on California’s Nonclassroom-Based Charter Schools (RAND Corporation)

February 16, 2005 - Chapter 892, Statutes of 2001, (SB 740, O’Connell), directed our office to extend our contract with the RAND Corporation to include an assessment of the state’s process for funding nonclassroom-based charter schools. RAND found that the state’s funding determination process had reduced nonclass-room-based charter schools’ possible misuse of funds. The process also resulted in non-classroom-based schools increasing spending on instruction and teacher compensation. It did not, however, result in an increase in students’ exposure to teachers. Compared to the state’s existing “threshold” funding approach, RAND suggests the state use a more holistic funding determination process that still could detect possible financial wrong-doing without triggering automatic funding cuts for schools that might have reasonable justifications for their different expenditure patterns. Charter School Operations and Performance: Evidence from California (RAND Policy Brief)

July 14, 2003 - Charter schools generally do as well as traditional public schools in fostering reading and mathematics achievement even though they receive fewer state funds and employ fewer teachers with full state credentials, according to a report prepared by RAND. The LAO contracted with RAND to perform this evaluation, which was required by Chapter 34, Statutes of 1998 (AB 544, Lempert). CPEC: A Review of Its Mission And Responsibilities

January 1, 2003 - Supplemental report language (SRL) of the 2002-03 Budget Act directed the Legislative Analyst’s Office (LAO) to convene a working group to (a) reexamine the California Postsecondary Education Commission’s (CPEC) statutory responsibilities; (b) identify ways that the commission can effectively perform its responsibilities within its budgeted resources; and (c) consider recommendations put forth by the Joint Committee to Develop a Master Plan for Education related to current CPEC functions and the development of a successor agency. This report presents the primary issues identified by the working group and the relevant findings and policy options discussed.
