A K-12 Master Plan: Starting the Process

In our view, a K-12 master plan is needed because the state role in K-12 education has changed significantly over the last 25 years from a system that was primarily local in nature to one that is heavily controlled by state decision making. The elements of our suggested master plan revolve around identifying the appropriate responsibilities of the state and local schools and districts.
